The OECS (Organization of Eastern Caribbean States) is an intergovernmental institution that facilitates economic, social, environmental and political cooperation between its members. Since its foundation in 1981, it promotes regional integration by fostering common policies in strategic areas such as trade, education, health, tourism and governance.
It comprises seven full member states : ANTIGUA AND BARBUDA, DOMINICA, GRENADA, MONTSERRAT, SAINT KITTS AND NEVIS, SAINT LUCIA, SAINT VINCENT AND THE GRENADINES. In addition to these sovereign members, the organization also includes four associate members : BRITISH VIRGIN ISLANDS, ANGUILLA, MARTINIQUE and GUADELOUPE. Membership of SAINT-MARTIN as a 5ᵉ associate member represents a major step forward for the island’s integration into the Caribbean area.
Why did Saint-Martin decide to join the OECS?
SAINT-MARTIN a French territory located in the northern part of the island shared with Sint Maarten (a Dutch territory), has long maintained economic and cultural links with its Caribbean neighbors. Its membership of The OECSÂ responds to several challenges:

A multi-stage membership process
Integration of SAINT-MARTIN into the OECSÂ is no accident. This process began over ten years ago and has followed several key stages:
- 2019 : end of SAINT-MARTIN’ s observer status , enabling access to the next stage of membership.
- January 2021 : official submission of membership application by the local authority.
- 2022 : the French government’s approval is a prerequisite for the integration of a French territory into an international organization.
- March 2024 : official signing of membership and participation in the 76ᵉ OECS plenary meeting.
An official ceremony in Saint-Martin
To mark this historic event, an accession ceremony will be held on March 19 and 20, 2024 at Anse Marcel. It will bring together the eleven Heads of State and Government of the OECS members, as well as key personalities such as :
- Didacus Jules : General Manager, OECS
- Reuben Meade :Â Prime Minister of MONTSERRAT
- Philip J. Pierre : Prime Minister of SAINT LUCIA
- Louis Mussington : President of the “Collectivité de SAINT-MARTIN”
On March 19, the official ceremony will start at 4:30 pm and will be open to the public, elected representatives and local partners.
On March 20, the 76ᵉ plenary meeting of the OECS will formalize SAINT-MARTIN’ s membership , followed by a luncheon bringing together the heads of state and students from the Lycée Professionnel Daniella Jeffry, offering young people direct contact with the region’s major players.
