From Barbadian roots to political ascendancy

Mia Mottley was born on October 1, 1965 in Bridgetown, the capital of Barbados, into a family committed to politics. Her grandfather and father both served in Parliament, predestining her from an early age to follow in their footsteps. A brilliant student, the young Mia Mottley studied law in London (at the prestigious London School of Economics) before returning to serve her native island. At just 28, she was elected Member of Parliament in 1994, setting off on a dazzling career. Successively Minister of Education, Home Affairs and Attorney General, Mia Mottley rose through the ranks, demonstrating a mastery of issues and a charisma that impressed her peers.

In 2008, she took the helm of the Barbados Labour Party (BLP) and became Leader of the Opposition. It would take her another ten years of perseverance to lead her party to the historic electoral victory of 2018. Historic in more ways than one: not only did Mia Mottley become the first female Prime Minister of Barbados, but her party took all the seats in Parliament – a first for the country. With an exceptionally strong mandate, Mia Mottley quickly set to work to realize her vision of national transformation.

Becoming Prime Minister was just one step for Mia Mottley : her real challenge was to reshape the Barbados of the 21st century. One of her first major decisions was to break the last colonial ties by making Barbados a republic. Under his leadership, on November 30, 2021 – 55 years to the day after independence – the British monarchy was officially abandoned and a Barbadian President, Dame Sandra Mason, was sworn in as Head of State. At the historic ceremony in Bridgetown, Mia Mottley created surprise and pride by declaring singer Rihanna Barbados’ “National Heroine”, saluting the “daughter of the soil” who inspires Barbadians with her success. Her administration has focused on creative industries, fintech and digital education. During the COVID-19 pandemic, Mia Mottley demonstrated great transparency and innovation, launching the “Welcome Stamp” program, for example, which attracted remote workers from all over the world to the island to compensate for the drop in tourism. On social issues, she has positioned herself in favor of greater inclusion, opening up the debate on discrimination against LGBTQ+ people in an often conservative region.

Mia Mottley’s leadership is characterized by frank and pedagogical communication. Her regular addresses to the nation, in which she speaks in Bajan Creole as well as standard English, have enabled her to retain the confidence of the population even in the face of difficult measures. Noting that the poorest and most exposed nations (particularly to climate-related disasters) were trapped by debt and limited access to financing, she called for a global New Deal: suspension of debt servicing in the event of a major climate shock, easier access to funds at reduced rates, and a global tax on fossil fuel industry profits to fund a climate solidarity mechanism. His ideas, initially greeted with skepticism, are now gaining ground in international forums, as they offer a fresh, pragmatic perspective.

At COP26 in Glasgow in 2021, Mia Mottley made her mark with a poignant appeal: “Our populations are watching and taking note. Are we really going to leave here without the ambition to save lives and the planet? Have we become so blind and insensitive that we can no longer hear the cry of humanity?This scathing indictment embodied the disappointment of the countries of the South in the face of the broken promises of the major CO₂ emitters. Having become the champion of small island states, Mia Mottley received the prestigious United Nations Champion of the Earth award in 2021 for her environmental leadership. “Prime Minister Mia Mottley stands up for those most vulnerable to the triple planetary crisis – climate, biodiversity and pollution. Her passionate advocacy and political achievements show how leaders can act boldly and urgently,” said Inger Andersen, Director of the United Nations Environment Programme.

Beyond climate change, Mia Mottley speaks out on the need to reform international financial institutions (IMF, World Bank) so that they better take into account the realities of developing countries. She criticizes the fact that “the most vulnerable have the least access to financing and are even punished if they try to act, with high interest rates and unfair credit ratings”, as she explained at a summit in Paris in 2023. Her desire to rethink the global economic model aims to establish greater equity – a contemporary echo of the 1970s non-aligned movement, whose spirit she revives in her own way.

Recognized leadership and an inspiring model

In just a few years, Mia Mottley has gone from regional leader to world-renowned political figure. After winning the Champion of the Earth award, she was also singled out by the WHO for her work on COVID-19, and hailed by the Commonwealth for her commitment to equal opportunities. The international media readily cite her as one of the most influential personalities of the year. A sign of the times, many compare her impact to that of prime ministers such as Jacinda Ardern (New Zealand) or Sanna Marin (Finland), showing that female leadership brings a breath of fresh air and efficiency to global governance.

Even more than the awards, it is the admiration of her peers that demonstrates Mia Mottley’s ascendancy. At the UN General Assembly, African and peace-loving heads of state came to congratulate her warmly after her speeches. UN Secretary-General António Guterres consulted her on climate finance issues on several occasions. French President Emmanuel Macron invited her to co-chair the Summit on a New Global Financial Pact in Paris in 2023, confirming her role as a strategic thinker for the countries of the South.
